Afghanistan Letter Writers

I recently read about Afghan Letter Writers in this Reuters article. It seemed amazing to me that people like us have access to computers, a reliable mail system, and easy access to writing utensils, phones, computers, and these people need help getting a letter to the police. However upon reading further, it turns out these people are kind of like legal services booths. The boom in their business is because the people are getting a chance to voice their opinions and complaints. Is Afghanistan turning around?
